front page publish site option not working /wrong page named htm

My publish site option in FrontPage 2003 works initially and goes into
overwriting files / ignore and continue publishing options but after that
either gets stuck with no green bar showing publishing status or continually
prompts for password / username. Also due to hacker activity an
advertisement page has been renamed index.htm. How can I rename the home page
index.htm? I 've already tried deleting the advertisement and renaming home
page but keep getting a message that the page already exists.

in FrontPage hit file/ open web. type in the http:// address of your web
and open it "live" once open hit tools/ recalculate hyperlinks (it does more
than it's name implies) then hit tools/ web settings (advanced tab) and hit
the "delete temporary files" check box, then OK.

retry your publish.
