You have to create a connection to the remote site and then publish it. The
remote site will be where your ISP is hosting your your content, i.e.
www.yoursite.com.

When setting up the remote site you will be prompted for authentication
credentials. Those are provided by your ISP.

In FP click on "File">"Publish Site"

I called them and they told me that everything was ready at their end. Do I
need to contact godaddy.com where I get my domain name from? That is
different from the one that is hosting the site?

Thank you for your help.

Yes, godaddy is just for your domain name. Whoever hosts your site needs to
provide you with a username and password and you need to make sure they have
FrontPage Server Extensions installed on the machine that will host your
site. Once you have that you can publish it.

You will need to tell GoDaddy to "point" your domain name to the hosted
site hosted. How the pointing is done depends on what information your
host gives - a base URL or IP address and names for nameservers.
GoDaddy will need the nameservers information to change the DNS for the
domain name, or the URL to set up frames redirection.
The redirection at GoDaddy can be done from the control panel.
