Front Page 2000 - Hover button not working at some work station

Hello

I'm using FP 2000 to publish our website.
Some of the work station, for some unknow reason, cannot display the "hover
button"

Would anyone has any ideal of what need to be done at client side in order
for client to the "hover button"

Hover buttons require Java Virtual Machine which can be
downloaded from http://java.sun.com
However, most people have quit using Hover Buttons
because windows XP / IE6 no longer come with JVM installed.
