Front Page 2000 Cell/Table Backgrounds

For some reason the programme doesn't allow using pictures fo
cell/table backgrounds in the normal interface. When selectin
Table/Cell properties the selection for background pictur
is not available. The only way to insert a picture in a cell o
table is to do it by typing directly into the code. Is there a wa
to get it to allow using the normal interface to do this.
 
Tools | Page Options or Authoring Options and look for the browser setting, set to IE or Custom.
