From Publisher to Frontpage???

It is not recommended! Publisher is definately the wrong tool to use.
FrontPage is. You'll only have a mess on your hands.

With much difficulty since Publish is NOT a web design tool - its primary
purpose is to design for print media.

Start over in Frontpage from scratch.
 
Converting can be a mess.

You'd be better off using FP to begin with....

However, if you really want to use Pub for web, then design the web in Pub and don't try to convert it to a FP web.
