Friend's PC won't turn on

So all this info is second hand so please bear with me!

She says that none of the fans will come on and the HD "doesn't whir". In
fact the only sign of life is that the led light flashes red. I advised her
to check all cables and she said they were "solid" (!).

So I assume that it's a broken PSU and needs replacement?

What do you lot think? Thanks all.

Did she check cables and connections *inside* the chassis?

Did she wait for the PC to cool down before trying?
