Alright folks, I have a pickle. I'm building this computer for
someone. All parts were shipped from their brother, all from working
PCs, so unless something went wrong in shipping, I'm doing something
wrong or ruined a part.

The computer turns on. Fans spin, hard drive spins..............and
nothing else. No beeps, no output on the monitor, anything.

I have tried swapping out for a different hard drive and different
video card from known working parts I had lying around, neither fixed
the problem. I do not have any compatible ram, motherboard, or CPU to
try with. I tried switching the memory to the other ramslot, which did
not make a difference. I also tried taking it apart and rebuilding
again. No dice. Any way to narrow down what the problem is? Any help
appreciated.

Probably the psu or mainboard. If the psu you're trying to use has
not been working with this mainboard and processor, I'd suspect it
first.

You shoul trie to change the ram, probably with this you will fix it.
If not then it will be the psu. Good luck

Hmmmm. Let me look into my crystal ball and see what parts you are
trying to use and have switched out. I'll get back to you.

I don't really see that mattering, but I'll bite. I'm not perfectly
familiar with the parts as I didn't puchase them.

The mainboard is an Abit NF8-V (socket 754). I have no comparable mobo
to test.
CPU is a compatible-range Sempron, though I'm not entirely sure what
speed. I have no comparable chips to test.
PSU is a generic that came with the case. It should, however, be
entirely enough to run this PC.
Memory is 256 mb DDR 266mhz PC2100. I have nothing in this range to
swap in either.

As mentioned, the problem does not lie in the video card or harddrive.
I have swapped in working parts and the problem was not resolved.

I forgot to note that before their brother shipped it out, the mobo,
CPU and RAM were working together in the same PC. It's not a mismatch
problem in terms of the ram or cpu not being right for the mobo.

this can be faulty speculation

Did you reinstall the CPU or did he send it pre-assembled?
Either way I would check that whole installation.

I reassembled it, he didn't send it pre-assembled (though it had been
running as an assembled PC before he sent out the parts). I also took
it apart and reassembled again when it didn't work, but to no avail.

I read through and don't seem to find a statemnet that the parts are all from one single
PC or from various PC's, all working.
In the case of the latter, I would make sure that the CPU and the mainboard are
compatable. Even though it has the same pin configuration doesn't mean the mainboard
supports it. Maybe it could with a bios update(won't that be hard considering the
situation)

Try with the absolute minimum of hardware, just the motherboard, cpu and power
supply, no ram or video card and see it it will beep complaining about the lack of ram.

If it wont, reset the cmos and try again.

If it still wont, add just one stick of ram and see if it will
beep then, some motherboards wont beep with no ram.

If it still wont beep, try the motherboard loose on the desktop,
you may have a short to case that stopping it from starting.

If it still wont, measure the power supply rails with a multimeter,
and check the voltage on the Power_Good line, the grey wire
in the 20 pin ATX connector, by probing down the wire where
it enters the connector. If it isnt coming up, either the power
supply has gone bad or it doesnt like the motherboard.

I have tried everything up to trying the mobo loose on the desktop.
Would I just leave it there loose on the desk? Should I put something
under?

Still no beeps or progress..
