Frequent programs used list on Start Menu

I have disabled the Windows welcome center, but somehow it keeps appearing
on the list of programs frequently used on the start menu, and I do not ever
open it. If I even change the number on the list to 2 it still appears.

How can I stop this?

Right-click it, select the remove from list option.

Done that a ton of times and It keeps coming back
Must be a registry entry somewhere controlling it

I had done all that as well Shawn except I do not think I did a reboot after
making the changes as you suggest. I will do that and see if it helps.

There is something fundamentally wrong with an OS that requires a
reboot for such a simple settings issue.

I want to get rid of the welcome center too. Which privacy settings are you
referring to? Thanks.

Open the Run command (Win key + R) > type gpedit.msc > click 'Continue' on
UAC dialog > select User Configuration > Administrative Templates > Windows
Components > click on Windows Explorer > third option select the third
option right pane 'Do not display the Welcome Center at user logon' > right
click it > click Properties > under Settings > click Enable > click OK
