french accents

Why do I get an accented e when i hit shift and the questions mark? have i
somehow changed my keyboard to french by hitting control something or
function something?

It may be a laptop designed for bilingual people; in that case there's
a colored "Function" button on it somewhere that switches between
keyboards.

You may have non-English keyboard(s) enabled. If you know yuo're never
going to type in other languages, use the Start > Control Panel >
Regional and Language Options to delete the keyboards you don't need.
(Meanwhile, you toggle/cycle through them with Alt-Shift.)
