Freeze Worksheet Tabs Excel 2000

Is there anyway you can freeze the first worksheet tab so that it stays at
the beginning of the listed worksheets. (i.e. in a way similar to the freeze
pane function)

You can protect the workbook and lock the structure so that sheets can't be
moved, renamed, inserted or deleted.

tools|protection|protect workbook
and check Structure
