Freeware to convert PDF to editable file?

Any freeware that will convert PDF files to a format that can be edited?
Currently you cannot select and copy or fill in forms electronically on PDF
as far as I am aware

Acrobat Reader has a "Save as text" choice on the File Menu in version
7 and mayube 6 and 5 too.

Many PDFs ARE editable text. The catch us, the text streams are
compressed.

Simply uncompress the streams, load it into a hex editor, or any editor
that won't corrupt the file, and you can make textual changes.

PDFTK is a free program that can perform this task, and many other.
