free space reallocation issue still persists. please help.

I have an 83.3 gigabyte NTFS partition that is having problems
reallocating space after large files are deleted.

Here is the summary of dir /a /s

Total Files Listed:
8 File(s) 68,419,731,541 bytes
34 Dir(s) 7,270,305,792 bytes free

How can this be for an 83.3 gigabyte partition?

This is less than a week after recreating this partition and
reformatting it.

Any gurus care to assist? I am not a newbie here, but this one has me
stumped.

sigh, i found the problem 10 seconds after i sent this post.
norton protect was assigned to this volume.
i thought i had it disabled globally. apparently you have to disable
it for individual volumes as well.
