Free program to resize partition

I have a 250GB hard disk (232GB to be accurate) with a 38.16GB partition
containing Windows XP and an empty partition of 194.7 GB. I would like to
install Windows 2000 on the other partition but would also like to increase
the Windows XP's partition to 200GB without losing my data and install
Windows 2000 on the remaining 32 GB. I know of programs like Norton
Partition Magic and Acronis Disk Director but I do not want to pay for the
software for using it only one time. Is there any free program that can be
used and recommended a usable and functional trial would also be fine.

Windows 2000 setup can only access up to 137GB on the hard drive. You
have to make sure its partition is below 137GB.

Its supposed to be "The partition that I am going to install Windows 2000 on
will be 32GB,
smaller than 137GB. Only the partition that contain Windows XP that will be
larger than 137GB (200GB)"

The Windows 2000 setup limitation concerns the location of the
partition on the disk, not the partition's size. If you simply
increase the size of the Windows XP partition to, say, 215GB, that
means that the Windows 2000 partition would be located way past
Windows 2000 setup access limitation of only up to the 137GB point on
the disk. In other words, the Windows 2000 32GB partition has to be
located within the first 137GB of the disk.

When I try to download GParted-0.3.3, there are 2 files of extention of
*.bz2 and *.gz. Which one should I download or should I download both?
