Free Form Web Pages in 2003

Does Frontpage 2003 allow a person to develop free form web pages (e.g., with drag and drop simplicity)? Don't want to spend another $100 upgrading the clunky 2002 unless it does. Thanks.

Your definition of free from and drag & drop simplicity can only be decided by you

no exactly "drag and drop" - that's putting it really simply, but yes, it does
use a graphical user interface which is easy enough to learn.
