Free Document Management Software

I am looking for a document management program to keep my documents in
electronic formats. Preferably one that allows me to scan, merge and delete
files and pages.
Does anyone have any recommendations?

The free version of Columbus has no provisions for scanning. It will
also not allow you to access files on network or mapped drives.

What? A 36 Mb (!) download and it does not have those features?
Crippled bloatware or bloated crippleware?
