The terms and conditions are displayed during the installation. The
screen makes it sound like you must install the toolbar, but I was able
to install the program without it.

I don't know what this toolbar does. The little information provided
made me believe that it is some kind of marketing tool. I don't
generally like IE Toolbars, and most definitely don't want ones I don't
know about. It seemed unnecessary so I chose not to install it. The
program so far seems to be working fine.

Alexa is "alleged" Spyware.

I don't reply to trolls like Andy Mabbett or Doc (who uses sock puppets)
for instance. No adware, cdware, commercial software, crippleware,
demoware, nagware, PROmotionware, shareware, spyware, time-limited
software, trialware, viruses or warez for me, please.
 
So long as you get a choice of whether or not to install it it's fine
