Free/Busy not showing for Everyone

We have a user who when he looks at his calendar, it looks fine. When his
admin looks at his calendar, it looks fine. But when other people look at
it, they see him as free when he really is booked. A day or 2 later, they
will be able to see his schedule correctly. This is not consistent with who
is having trouble seeing his time. Someone wh could not see his busy time on
one occassion, will be able to see it when someone else has trouble. Only
constant is both the user and his admin always see his calendar fine.
Outlook 2003/Exchange 2003. Profile has been recreated, but doesn't seem to
be an issue with his outlook or calendar. Does anyone have any ideas?

Are you totally up-to-date on your service packs for the client?

If the client is using cached mode, have you tried deleting the
OST file and re-opening Outlook to have it rebuild a fresh,
possibly non-corrupted one?

Yes, all service packs and updates are installed. OST was deleted before
recreating profile.
