Fraud Eliminator

Does anyone know anything about the Fraud Eliminator program? Does it
work as described or is it malware?

Installed it on Firefox (latest), went to a well-known phishing site, and
it didn't see any problems, so I uninstalled it, cleaned up the mess with
Spybot S&D.
