Framework via SMS?

This has or is probably covered somewhere else (if so, tell me where); but
can one auto-install the .NET framework 1.0 via SMS? In other words, is
there a way to package up the .NET framework so we can send it out via SMS
(and it installs on the users workstation without asking any questions)?
