Framework create multiple folder into system Root

Is there anything know about framework that is creating multiple folder into
windows system Root folder?

For now on certain server, when I launch a .net application a folder is
created into c:\windows folder with a random name like those,
KXAJS1QZ8DAFOX6B WPAFSLQNKHINGLQJ AFWL67O1I3ODQ3KX
 
I just found why it was happening but I cant find what cause this....it seems
that my users need to have modify rights to delete temp folder create by dot
net application...but why is dot net creating those folder....?
