Frames problem w/upgrade IIS 5.0 to 6.0 and Frontpage

Upgrading a W2K server to W2K3. On only one (of many) of its websites enabled
with Front Page extensions, which uses Frames.
When a website is published with Front Page to the server, all Target
Frame/Target settings which are blank are changed by the publishing process
to the word "contents" This cause all of the frames to display in the wrong
frame.

I have tried:
1. Copying the site, then upgrading extensions to 2002. Frames display fine
until the upgrade happens.

2. Republish with Front Page. Same problem.

3. Forcing values into the Target Frame field. They are still changed to the
value "contents"

4. Tried FP 2000 and FP 2003, both see the same problem.

5. Created new empty website and published, same problem.

6. There are a dozen other Frame based Front page sites on this server and
none experience this problem.

7. On a couple of selected pages, the value "contents" will sometimes show
up on my source files, even thought the only publishing is outbound. This
only happens with FP 2003 publishing and not 2000.

Been trying everything. Anyone seen this or have any ideas?

Edit the frames page, switch to Code view, and delete any
target= attributes you find within <frame> tags.

Jim, thanks for the idea, but already tried it several times. I edit out any
frame references on several pages. Then publish to IIS 6. When I look at
the result of the publish, all of the pages I edited have had the word
"contents" re-inserted into them on the server side.

Check your links to make sure none of them have been set to make the target a default.
