frames in front page

I am currently working in FrontPage 2003 and want to know how to create a web
page that is bordered (sort of like frames) but the window works as one. The
Microsoft (http://office.microsoft.com/en-us/templates/default.aspx) an
example where the space in the middle changes but the outside and tops don't
and they work as one page. Are these frames or something else and does
FrontPage 2003 support that?

Any help would be great. Thanks.

I did do that.. because I currently use frames on my pages today, I just like
the look of the format that is used on the site indicated below and wanted to
know how it was done. Is it frames?

I don't think so. The blue bit on the right hand side is just the background
colour. The site wasn't done with frames, most likely a table, with a blue
background (the table is left-aligned and only 75% (or however much) of the
screen width.
