Do you mean the Resizable In Browser check boxes in the
Frame Properties dialog box?
These stop the visitor from moving the frame borders
within the browser window.
But they don't stop the visitor from changing the
browser's window size, and when the browser does that, the
frames inside the window need to adjust.
