FP2003 will not REPLACE ALL across website

FP2003 will select all the files with the string I want to replace, but it
does not replace them all. I need to open each file and select REPLACE ALL
and then NEXT PAGE.

I used to select REPLACE ALL for the web site and all would be replaced but
not now. I guess I changed something that caused REPLACE ALL to stop working
across the site.

What can I do to get the REPLACE ALL functionality working again?

Are you also selecting in
find in code
(and ignore white space)
