FP2003 Upgrade doesn't work

I upgraded to FP2003 from FP2000, which was working fine.
I installed the recommended update service pack when
promted at the end of the upgrade.

Now when I attempt to open a remote web (File|Open
Site...|type in URL) I receive this error...

Can not open DLL "stsnwi.dll"

I have checked the URL and network connections. I was
able to do my work with FP2000 without error before the
upgrade.

Any suggestions?

Ah yes, this one took about two months to get resolved
when it happened to me.

1. Start regedit.exe
2. Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\
Web Server Extensions\Web Extender Client
3. Look for a value named wecctlflags
4. If you find it, either delete it or set it to zero.
