fp2003 is not saving the site changes after its sent to the web

I redid a page on a fire dept site and uploaded the changes via wsftp. What
is saved on my computer is what the page had before I changed it. I've found
the file that is different and it stays correct until I open the web in
frontpage 03. I can open the website from explorer locally and it works right
