FP2003 folder list missing

I recently upgraded to FP2003. The folder list has disappeared. On the
View menu the Folder List item is no, longer lsted. There is no View Folder
List icon on the toolbar. It was there before, and now I can't figure out
how to view the folder list again. I've used every previous version of FP
for years, so I'm not a novice with the program. Why is the View Folder
List no longer on the View Menu?

In order for the Folder list to be available, a FrontPage-based Web site, and
not just a single HTML file, must be open.
