FP2002 Create subwebs

I am trying to convert two folders (both at the same level) directly under
the index to subwebs. My understanding is that by right clicking the folders
under index, the shortcut box should give me an option saying "convert to Web"

The shortcut does not give me this option. I am puzzled as to where I am
going wrong. Any thoughts are appreciated

This is all being done on my computer.

I am in the process of trying ot learn FP2002 and I am trying to set up a
website with two subwebs

You must have a web open first and the folders must be in this open web.

To the best of my knowledge, this is what I am doing.

In the navigatoin view I see the index and the two lower level folders both
coming off the index. The navigation links are done for this example.
When I right click on the folder( in folder view) for each of the lower
level folders that I want to convert to subwebs I should see "convert to
web". I am quite convinced that due to my inexperience with this FP2002 I am
doing something wrong but at this point I am perplexed as to what it is.

Ok, forget about Navigation View for the moment.

In Folder List View, you should see the folder you want to convert right at the root level of your
web, and as long as the folder doesn't start with a underscore or number, right clicking should give
you the option to convert the folder to a subweb.

Make sure under Page Options you have configured the site to use the FP extensions.

Regarding FP Navigation and Navigation View, the navigation component does NOT work across webs or
subwebs.

I checked the page options and Browser is "Custom" and the FP extentions are
enabled.
I see the folders I want to convert and they do not start with an underscore
or number,, but right clicking does not option of converting to a web.

Thanks for you patience in offering tips, it is much appreciated

In Navigation those are not folders under Index they are pages, you can't convert a page to a subweb. Go to Folder List and try it.
