FP Extensions - Roles question

I use FP 2002 Extensions to assign user names and passwords to each person
that uses one of my websites. I now need to delegate the user name and
password administration to someone else. However, there is nothing in the
Manage Roles part of Extensions that allows one to give permission to assign
user names and passwords, but not have other administrative privileges.
Does anyone have any idea on how I could set up an assistant to handle the
user names work, but not allow her to do anything else, (other than browse).
