I wnat to upload .pdf files to my website but I only want authorized people
to have access to them. How can I create a page that requires a username and
password to get to files?

Your host will have to support subwebs and unique permissions under the FP Server Extensions

Another option is to password protect each PDF, then a person would have to contact your for the
password.

I have created the subweb and when I go to the tools menu the server command
is inactive. My host supports FP etxensions. Any thoughts?

You most open the live remote web in order to use the commands. However, if
they are greyed out, the host doesn't allow you to do this (many don't) and
you'll need to contact them.
