Forwards acting differently

We are using Outlook 2000, Exchange 2003, and Windows 98 on the troubled
computer.
A staff member mail recently started packaging forwarded messages in an
envelope rather than embedding the text below the message.
She swears nothing has been changed on her computer, but this started
happening two weeks ago. No one else seems to have this problem.
What causes this? How can I change it back to normal for her?

Tell her to insert as text, not attachment.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, Lauri asked:

HOW?

When we have the message open and press the Forward button, it makes an
attachment. No other computer here does that.
