Forwarding email that is not junk

I'm trying to create a rule in Outlook 2003 that will only forward emails
that come to my inbox (I don't want to forward anything that goes to my
junkmail box). I don't see anywhere in Rules to specify or exclude specific
folders like junkmail. Can this be done and if so how?
 
That's automatic. The junk mail processor acts on messages before any rules.
