I need to set my forwarders with conditional forwarding
(different domains to different DNS servers. So aaa.com
and bbb.com to DNS1 and ccc.com to DNS2)
I can do this on one of my DNS servers (which is also a
DC) but I can only forward "all other DNS domains" on the
other DNS - It says "Conditional forwarding is not
available because this server is a downlevel server". Is
there a way around it?

Windows Server 2003 DNS supports conditional forwarding, Windows 2000
Server DNS does not.

It sounds to me like you are using the Windows Server 2003 adminpak to
manage a Win2k domain. It can be done but the DNS console still has the
option for conditional forwarders even though conditional forwarding is not
available on Win2k.
