Forwarded e-mails converting text into characters

We have networked computers running Windows XP Professional and Outlook 2003.
We also use SpamBayes for junk mail filtering. One of our users is having a
problem with e-mails she forwards. The text is translated into characters.
If I use the translate function, Outlook recognizes the characters as
English. If I copy and paste the characters (as I tried to do in this post)
it pastes them as English.

This is happening if she forwards e-mails to someone on our network our to
other companies. Does anyone have an idea of what's going on and how we can
fix it?

Can you clarify what you mean "text is translated into characters"? Text
usually consists of characters.

And what do you mean "pastes them as English" - are they non-English
characters before? Like Chinese?

What is the message type where this is happening (plain text, RTF,
HTML)? Could it be a font issue?
