Forward/Reply Msgs not saved in Sent Items

User's msgs are periodically not being saved in Sent Item folder. Happens
only with Forwarded or Reply msgs. On Outlook 2000 SP3. Appears that most
msgs affected are from outside sources. Options are set correctly, no rules
are interferring and no archive options set.

OK, more info:

*it appears it's really happening when user1 gets an email from user2 (both
internal)
*message is stored in a folder under the inbox
*user1 attempts to forward and/or reply to message from user2
*message does not appear in "sent" items, the "sent" message goes back into
the same sub folder.
*can be duplicated by user3 receiving an email from user2
