Forward button disabled when viewing emails in the preview pane

How can I enable the forward button in Outlook 2007 so that I can forward a
message after reading it in the preview pane instead of having to use the
CTRL+F shortcut or open the message first to get an enabled forward button?

On the standard toolbar in the Outlook 2007 window the forward button is
disabled for all messages. When a message is opened in its own window, the
forward button in that window is enabled.

I am having the same issue and I use Outlook 2007 Professional on a local
machine. It use to work, but now it is disabled in preview mode.

This is a 'home' installation and runs on a local machine. It is not
connected to an Exchange servier.

SOLUTION:
Delete the file %AppData%\Microsoft\Outlook\outcmd.dat.

STEP-BY-STEP:
1) Close Outlook
2) Make sure Outlook is closed:
-- a) Open Task Manager.
-- b) Click on the 'Processes' tab.
-- c) Make sure that 'OUTLOOK.EXE' is not running. If it is, then select in
from the Image Name list and click the 'End Process' button.
-- d) Close Task Manager.
3) Open the folder '%AppData%\Microsoft\Outlook\'
-- a) Click 'Start'
-- b) Click 'Run'
-- c) Type '%AppData%\Microsoft\Outlook\'
4) Delete the file 'outcmd.dat'
5) Open Outlook.

Solution tested successful on Microsoft Office Outlook 2007 12.0.6316.5000
SP1 MSO 12.0.6320.5000.
