Forward as attachment

I would like to forward a single message as an attachment. I know I can
create a new message & then insert the item in question but is there an
easier way??
 
I am using Outlook 2003 & this does not seem to be working. Which version(s)
of OUtlook does CTRL+ALT+F work for?

Global option to always attach when forwarding.

Drag the message into the new-mail composition window (instead of
using Insert menu).
