Is there any rhyme or reason to why Outlook changes my formatting (HTML,
rich text, plain text) to messages that are forwarded? For example, someone
forwarded my a message that was HTML on her computer, however I recieved it
as plain text. We are both using Outlook 2000.

How would one do that?

Maybe she had your address set for plain text only.

On your contact record, if she's configured in IMO mode.
