Formatting I think?

How do I format a plain letter.

Lines are like this-__________________________
_____________________
__________________


I want them like this_______________________________
_______________________________
_______________________________

With tabs and leaders.

I've been fixing that exact problem for the last two weeks at work. If I see
one more form created with long lines of underscored spaces that wrap into
the next line I swear I'll shriek!
