Insert floppy disk in drive. Right click icon for drive in Windows
Explorer, select Format. You should also see Format as an option under the
File menu when the A: drive is selected.
 
Exactly the same as it was in W95, W98, and W98SE - among others.

First, insert the floppy to be formatted. Then get into Windows Explorer,
right click on the "A" drive, click on the "Format" option.
