formatting a CD in Windows XP

I keep being told that to format a CD all I have to do is go to My Computer,
right click on the drive that the CD is in, and "format" will be an option.
NOT! How do I format the disk? Under properties it shows the entire disk is
used, but won't show what the files are.

Short answer: You don't.

Longer answer: The CD will be formatted at the time you burn files to it.

Of course, if you're trying to use rewritable CDs... But no, those are
*evil*.
