Formatted cells do not sort...

In my sort range, some individual cells have borders or
highlights.

Problem is the borders do not move with the sort, but the
highlights do.
e.g. If C3 has a border, it will always have the border
even if its contents were moved up or down in the sort.

How can I make this work?

you may consider using a conditional format for this specific value.
This way the format would move

Mark and Frank,

Conditional Formatting will not work, what receives a
border are reasons outside of Excel.

Hmmm. Bummer, I finally found something Excel cannot do!
(I might be able to use different color highlights.)
