formating hard drive

I just installed Windows 2000 and because of certain
software incompatibility I want to revert back to Windows
98. My problem is that when I go to format c: command to
wipe clean the hard drive to prepare for reinstallation
of Windows 98, I continue to get the following
message: "Format cannot run because the volume is in use
by another process. Format may run if this volume is
dismounted first. ALL OPENED HANDLES TO THIS VOLUM WOULD
THEN BE INVALID. Would you like to force a dismount on
this volume? (Y/N). No matter how many times I select Y
the same message continues to repeat itself. What do I
do to get past this and proceed with the formating of
hard drive.

Boot the Windows 2000 CD-Rom or setup disks and when you get to the point,
delete the existing NTFS and or other partitions found, then abort the
install. Once removed you can boot the Win98 CD-Rom or restore CD-Rom to
start your install.
