format?!?!

ok now...i cant update the critical package!!!! i dont know why! i asked my cousin about this and he said that all i need to do is format..but i dont know how though! if anyone know what to do...e-mail me at >>> (e-mail address removed) <<<..oh and also when i start up my computer it takes 3-5 minutes to load!! ITS MAKING ME INSANE!!!!!!!!!!!!!

Please give us some more details on your problem with the Windows
Update site.
