Format Paragraph Spacing Options; also Inactive Borders and Shading options

How come even after re-installing Frontpage 2000 I still
don't have the INDENTATION and LINE SPACING options in
Format Paragraph?

Same thing with BORDERS and SHADING option(which shows not
available or inactive).

Your help will be appreciated. Thanks.

Both require CSS
Tools Page Options Compatibility and turn on CSS1 & CSS 2
