Format Main Hard Drive

I am trying to reformat a computer so that all data is erased, but the
computer will not let me so I try to install the OS on an external hard drive
so that I can boot off of that Hard drive and Format drive C: but it will not
let me do that. IS there any easy way to do this with out spending any money
(or very little)?
 
If the hard drive is formatted FAT32 go here and get a bootdisk Win98.

Then in the Bios set the floppy as first boot device and boot with the
disk. It has fdisk and format on it.
BUT, if you want to install WinXP on this hard drive and you have a WinXP
CD, then go into the Bios and
set the cdrom drive as first boot device and use the XP CD to format the
drive.
