I need to format a cell to show hours and minutes. For example 1'30".
How do I do this?

Give this a shot.

In cell D1: 6:00 PM
In cell D2: 7:30 PM

In cell F1: =D2-D1

It should display "1:30 AM"
Right-click cell F1 and select "Format Cells"

Go to the number tab.
Select custom, and delete whatever is in the text box.

Place this in it:

hh"' "mm"''"

Press Okay, and that should do it.

Do you have your terminology correct? (degree, minutes, seconds or DMS)
A degree is 1/360 of a circle, a degree is split into 60 minutes, and a
minute is split into 60 seconds. The single quote normally is for
minutes and the double quote for seconds.

As far as how you asked your question goes, Malik provided solution.
