Form Protect clears all previously entered data

I have created a form that has several numbered paragaraphs in it. The document has Protect Form turned on so that users can tab between the fields and enter their data. Sometimes one of the clauses needs to be removed. To do this the document has to have Prtoect Form turned off, then they remove the clause, and protect the form.

This clears all the previously entered data, which really upsets the user if they weren't finished filling in the form. Is there anyway to stop this from happening?

The whole idea of a protected form is that users *can't* change anything.

In earlier versions of Word you have to use the drop down menus rather than
the form tool bar to protect and unprotect if you don't want to lose all you
data.
