I need to scan a form to a windows xp program that will
allow me to fill in the blanks and print. Can anybody
help me?

You need something other than Windows XP.
(If you plan on "really" filling it out and not just doing it in Paint or
something.)
 
You need to install an OCR (Optical Character Recognition) software
program. Check your scanner's User's Guide to see if OCR software
was included with your scanner's software installation CD.
