ForegroundLockTimeout and strange focus steal problem

Hi!

We have strange problem with getting background window to foreground. We have set HKEY_CURRENT_USER\Control Panel\Desktop\ForegroundLockTimeout registry key to zero, but in some workstations sometimes background windows does not popup to foreground, instead of taskbar button flashes. This has happened with Windows XP Pro with sp1a and also Windows 2000 with sp4. Typically it happes in way that every second time windows pops foreground and every second time it does not pop.

Our program has implemented way that when you double click inside of area in our window, it brings other application to foreground.

Any ideas how to fix this?
